Le "dur" de la Réforme Portuaire

Au
terme de la réforme portuaire les quais et les remblais restent à
l'autorité portuaire tandis que les opérateurs deviendront propriétaires
- pour la durée de la convention : de 26 à 36 ans - des terminaux
qu'ils exploitent déjà :
- GMP pour les terminaux de l'Europe, des Amériques, et de France (Port 2000).
- TPO pour le terminal Porte-Océane (Port 2000)
- TNMSC pour leur futur terminal de Port 2000
- CNMP pour le terminal de l'Atlantique et le futur quai de liaison entre Amériques et Atlantique.
- SETN (terminaux de normandie) pour le terminal de Normandie.
- Le terminal de l'Océan à Bougainville sera à vendre au départ de TNMSC vers Port 2000 dans qq mois à l'issu d'un appel à projet.
La Valeur des biens cédés dans l'activité conteneur rapporterait 26,3 M € au GPMH.
En fait cette réforme portuaire était déjà trés largement entamée au Havre. Ainsi les opérateurs étaient déjà la plupart du temps « propriétaires » de leurs terminaux dans la mesure où c’est eux qui avaient réalisé les investissements initiaux en terre-pleins, bâtiments et outillages, c’est le cas de TDF, TPO, Amérique et Normandie. Seuls les terminaux initialement aménagés (terre plein & bâtiments) par le Port ont fait l’objet d’un rachat de génie civil, il s’agit d’Atlantique et Europe.
De même pour l'outillage, la réforme était également trés largement enclenchée : plus des ¾ des portiques étaient déjà privés, et le dossier n’a porté que sur 1 ou 2 portiques par opérateur.
En ce qui concerne les Vracs :
- La SHGT deviendra propritaire du terminal Multivrac.
- EDF Trading Logistics et Atic Services pour le terminal minéralier ou est traité l'approvisionnement en charbon de la centrale thermique. L'exploitation serait réalisé par la SHGT.
2 portiques commandés par le GPMH (non encore livrés) n'ont pas trouvé preneurs, Le centre roulier et les formes de radoub restent dans le giron du GPMH.
