Avenir compromis de l'aéroport d'Octeville

Le
conseil de la Codah a décidé, jeudi 17 decembre, d'accorder une subvention
(750 000 euros TTC sur trois ans) à la ligne
Le Havre-Lyon, seule ligne régulière de
l'aéroport du Havre-Octeville exploitée par Brit Air (25 à 30 000 passagers/an).
La CCI du Havre a décidé la semaine dernière
de verser 750 000 euros sur trois ans, l'Etat verserait
1 M d'euros pour un an. Ces subventions sont versées dans le cadre
de l'OSP, obligation de service public. L'article du Havre-Presse du jour évoquait
le possible transfert dès 2010-2011 de l'ensemble de l'activité (commerciale,
charters) de l'aéroport du Havre vers celui de Deauville. Je suis favorable
à ce transfert. Le débat n'a pas eu lieu au conseil de la codah
ce jeudi 17 decembre. En effet ce débat eu lieu au conseil communautaire
de la codah du 3 octobre 2009 (lire article de presse, en cliquant
ici)
Selon Ouest-France Deauville-Saint Gatien s'apprête à faire place nette. L'aéroport
de Deauville-Saint Gatien entame depuis début novembre une période de trois
mois de travaux. La piste (2 550 mètres) sera refaite.
Les responsables de l'aéroport planchent sur plusieurs projets : une nouvelle
aérogare à l'horizon 2013, elle sera située à l'emplacement actuel de l'aéro-club
; plusieurs nouvelles destinations ouvertes dès la saison 2010.
Entre janvier et septembre 2009, 77 780 passagers ont fréquenté l'aéroport (-0,8%
par rapport à 2008).

Pour moi chef d'entreprise c'est un non sens ce transfert, il faudra créer au frais des contribuables une navette bus pour amener les passagers à un tarifs honnête (4 ou 5 €) à saint Gatien, (car payer le taxi ou prendre sa voiture taxer le pont 2 fois c'est se moquer du monde. Je rappel que sur les 85000 passagers qui onr trnsiter par Saint Gatien en 2008, 75% venaient de la rive droite,un retour sur Octeville éviterait des tonnes de rejet de CO2, car des parcours plus cours. Il faudra absolument revoir, toujours au frais des contribuables, l'accés car c'est pas 45 minutes comme certains veulent bien le dire, mais 55 à 60 minutes qu'il faut pour faire le trajet de l'hotel de ville du Havre à Saint Gatien.. Enfin ont parle de nouvelles aérogares... qui va payer, clle d'Octeville est idéale est déjà construite. Alors que la ville et l'agglo ont un outil aéroportuaire que peu de région ont ! Vous démissioner bien vite devant d'autres intérets Messieurs les politiques. Ce qu'il faudrait c'est en premier lieu un exploitant autre que la CCI, qui n'a pas su commercialiser cette aéroport, car gérer une plateforme aéroportuaire c'est un métier, loin des discussions de salon de nos CCI. J'utilise l'aéroport d'octeville 5 à 6 fois par an, et par expérience je sais que sorti de la Normandie personne ne sait qu'il existe un aéroport au Havre, même les agences d'air france pour certaines (Nice pour ne citer quelle)ne savaient pas qu'il existait une ligne lyon - Le Havre... ça en dit long sur les efforts d'air france et de la CCI pour vendre cette ligne ! Et ne parler pas de la réunification des Normandies pour justifier ce projet stupide, la réunification sera un acte politique et non pseudo économique comme pour cette opération de plateforme inter régionale qui est déjà un echec.

On reouvre le terminal avec ces 2 portiques et on relance l'exploitation, çà va vraiment dans le sens du plan de RELANCE (ou alors on a pas la même perception du mot relance...)Si cela était était le cas alors le fameux plan de relance se réduirait exclusivement à une bonne privatisation, n'ayons pas peur des mots pour une fois.Mais bon cessons alors de nous comparer au ports du nord, là bas 2 portiques neufs sur un terminal fermé çà n'existe pas.

Si l'aéroport là où il est fonctionne mal, c'est effectivement sans doute qu'il est mal géré, et mal commercialisé. De plus, je rappelle qu'on y a financé des investissements (nouvelle tour) il y a peu.
Ce projet est stupide. Le seul avantage d'un aéroport régional est d'être très proche. Car le choix de destinations y est restreint et les tarifs élevés. Donc Deauville cumulera les inconvénients aussi bien pour les habitants du Havre que ceux de Caen et de Rouen.

Franchement ce n'est pas de gaité de coeur que d'accepter l'idée de renoncer à l'aéroport d'octeville.
Plusieurs raisons :
- L'aéroport d'octeville a été subventionné pendant des dizaines d'années. Ce gaspillage d'argent public a d'ailleurs été réguliérement dénoncé dans la presse. Je me souviens encore avoir lu un article d'un hébdomadaire titrant sur les "imbécilités" de nos élus où la politique de soutien à notre aéroport était stigmatisé comme étant un des gachis à la francaise.

et les compagnies d'aviation ne s'y interesse pas. Je ne pense malheureusement pas que cela soit uniquement un pb de commercialisation. Nous avons donné plusieurs fois des chances à l'aéroport de se redresser mais en vain.
- si nous ne subventionnons pas l'aéroport une dernière fois. Eh bien ce serait l'arrêt de la ligne le havre - lyon ! et sans qu'une offre ne soit proposée à Deauville.

Je ne vois pas en quoi éloigner encore un peu plus le lieu de départ des avions du principal foyer de passagers constitue un plus ? Air France est présente à Caen, qui peut croire qu'elle va ouvrir des lignes au départ d'un aéroport éloigné de tout au risque de se canibaliser elle même... Pour réussir Metz-Nancy les 2 métroples lorraines ont du renoncer à leur plateforme respective. Si Caen ne ferme pas le sien tout cela n'a pas de sens.

Il faut savoir qu'en France, très peu de villes sont connues (à part Paris/Lyon/Marseille) ou présentes un intéret aux yeux des autres et surtout pas Le Havre. Il y a quelques années, j'ai téléphoné à une radio parisienne (Paris c'est pas loin du Havre ! Non) pour connaître sa fréquence d'émission sur la bande FM pour la ville du Havre. L'animateur m'a demandé à côté de quelle grande ville se trouvait Le Havre. Récemment, il y a eu un sondage auprès de chefs d'entreprises tous situés en dessous de la Loire, personne n'avait jamais entendu parler d'Alençon ni du Pont de Normandie. A un havrais que je connais, un habitant du sud a demandé s'il parlait CH'TI. La ville du Havre est plus connue à Shanghai que dans le sud de la France.

Le problème c'est qu'à cette époque Caen voulait que l'aéroport unique soit le sien. Pourquoi la Normandie (si l'ensemble des élus parviennent un jour à se mettre d'accord) ne pourrait pas réussir à faire ce que d'autres ont fait (parfois même au delà de frontières régionales), exemple : aéroport de Bâle-Mulhouse. Conclusion pour réussir l'aéroport UNIQUE NORMAND, il faut bien qu'il y en ait un premier qui cède. Et c'est Le HAVRE, le premier à donner l'exemple. Espérons que d'autres suivront. Rouen ne devrait pas avoir trop de mal, il ne se passe rien là-bas depuis des années. Demeure effectivement le problème de Caen. Mais, finalement cela ne devrait pas être si difficile car l'actuel maire de Caen "Philippe DURON" est à l'origine du projet de l'aéroport unique à Deauville, lorsqu'il était Président de la région de Basse-Normandie......

Je sais de source sûr qu'il a quelques années 2 compagnies importantes étaient intéréssées par la plateforme havraise et c'est Air France avec le chantage au maintien des lignes qui a fait capoter le projets...
pour parler subventions, ne faut-il pas mieux soutenir l'activité économique, que de fourguer des millions d'euros dans du social inéfficace et sans retomber sur le tissus économique régional. 750 k€ ce n'est rien en comparaison des 2 ou 3 millions qu'il faut verser à easyjet ou ryanair pour maintenir ces lignes sur les aéroports du sud-ouest (carcassone, Bergerac,...). Je ne suis pas contre l'aéroport unique, mais ne mettons pas la charrue avant les boeufs, l'un des aspects essentiels c'est l'accés à cet aéroport, et là il y a des millions d'euros à investir pour accéder à cette plateforme dans des conditions de temps et de sécurité acceptable actuellement on en est très loin, et il reste le coût du pont de Normandie, prohibitif pour des particuliers. Moi quand je viens chez vous, je fais souvent un AR dans la journée, s'il faut prendre un taxi sur 45 km ou louer une voiture... c'est un coût supplémentaire au déplacement qu'il faudra que ma boîte supporte. Je pense que les élus devraient vraiment réfléchir, dans 7 à 8 ans le TGV sera au Havre, alors la question de l'aéroport ne se posera plus, car l'aéroport Normand sera Roissy, alors pourquoi investir tant d'argent pour mettre à niveau Deauville, alors que la plateforme Havraise est déjà aux normes.
