Gestion des bâtiments municipaux en faveur du développement durable

dernier au conseil municipal, Agnès CANAYER, adjointe au Maire du Havre
chargée de la gestion des bâtiments municipaux, a dévoilé une série
de mesures en matière du développement durable consistant en des économies
de consommation et en l'utilisation d'énergie renouvelable,
hors éolien :
- 300 compteurs d'eau installés dans des
bâtiments communaux seront équipés d'un système de télésurveillance d'ici
2010 pour favoriser les économies de consommation.
- Des panneaux photovoltaïques sur le
toit de l'hotel de ville et de la piscine du Cours de la République. Moquette
solaire sur le toit de la piscine de caucriauville.
- Installation d'un système de géothermie
avec capteur sur la nappe phréatique pour chauffer la piscine des Champs-Barrets,
le système pourra couvrir 50% des besoins énergétiques.
- Renouvellement du matériel (à performance
énergétique meilleure) : chaudières, appareils
électriques basses consommations, chaufferie à bois...
- Un batiment neuf, innovant et exemplaire qui accueillera les Ateliers des bâtiments municipaux sur le site des Moteaux. Ce site est lauréat de l’appel à projet « bâtiment basse consommation » de l’ADEME. Il regroupera différentes technologies basses consommations : Isolation très performante ; Réduction des consommations d’énergies ; Utilisation d’énergies renouvelables : panneaux solaires thermiques, panneaux solaires photovoltaïques, chaufferie bois (avec récupération des sciures de l’atelier menuiserie) Gestion centralisée des énergies (domotique).

je relis le titre "...développement durable" et en quoi est-ce du développement durable.
Pour mémoire : "Un développement qui répond aux besoins du présent sans compromettre la capacité des générations futures à répondre aux leurs". 1987 - Mme Gro Harlem Brundtland, Premier Ministre norvégien. Il faut donc pour avoir du durable être à la croisée de l'écologie, de l'environnement et du social (source ADEME).
Des compteurs à eau, rien de durable que de la bonne gestion. Des panneaux phovoltaïques pour quoi ? pour revendre à EDF ? donc que de l'économie. Du développement viable.
La géothermie, de l'économie d'énergie rien de social (vous baisserez les prix de la piscine dans ce cas oui sinon non). Du développement viable.
Basse consommation, pas encore fait ? là où je m'étonne, chaudière à bois ? Il y a une forêt éco-gérée à coté du Havre ? Le bois viendra d'où ? d'Alsace et comment par camion, train...Encore développement viable.
Un bâtiment écodurable, encore une fois, il est destiné aux employés de la ville, pas au Havrais donc développement viable.
Conclusion : il n'y a aucun développement durable dedans car encore une fois personne n'a pris en compte la donnée sociale du DD dans votre programme. Vous êtes dans le viable pas le durable. De toute manière, il est notable que cette annonce soit faite par votre collègue chargée des bâtiments pas par celui du développement durable. C'est révélateur.

@Voltaire: si l'économie réalisée ne revient qu'à une minorité, il n'y a pas de DD. Regardez l'exemple des piscines ? sans redistribution pas de DD mais un développement qualifié de viable. Sinon, peut-être ai-je mal saisi votre pensée. Quant au pays pauvres, je connais des Camerounais écologistes. J'aurais pu parler aussi des chaudières au fioul qui équipent encore certaines écoles. Il en reste et il aurait fallut les remplacer avant de changer le reste mais encore une fois on met la charrue avant les boeufs et le tout est mis dans un grand fourre-tout.

Maintenant concernant la Ville du Havre, je vous signale qu'elle ne s'opposait pas à une centrale charbon sur le port (oupsss), qu'elle refusait des éoliennes, que les asso écologistes refusent le Grenelle de l'Environnement, que la Ville accepte toutes les antennes GMS en plein Grenelle des airs, que de nombreuses chaufferies sont encore au fuel, que les bus de la codah ont arrêté de rouler au diester, que le pavillon bleu est obtenu par la qualité des eaux...du port de plaisance, que le port autome se moque de l'environnement, qu'aucun enrobé de voirie ne comporte de produits biodégrables.....maintenant, chers amis regardez ce qui se fait ailleurs, soyez ouverts et acceptez des évidences. Je reprend la presse, les panneaus sur le toit de la mairie vont permettre l'économie de CO2 équivalent à 9 familles soit 36 personnes (2 adultes et 2 enfants) ??? 183 000 habitants au Havre. J'ai rien contre la mairie mais c'est de la poudre au yeux. L'écoquartier ??? on sera la dernière ville de France, à ce rythme, à en avoir un, même d'Europe. Et puis ce n'est pas durable, parlons un peu français.

Faire un vide grenier le soir ? M'en direz tant ! Oui, j'ai eu mes réponses, on communique avant d'agir, c'est très français. On arrange la vérité, c'est politicien. Bref, merci pour votre apport. Ce qui me fait peur, c'est que l'on a avancé quelque chose (pose de panneaux photovoltaïque) avant de vérifier que cela était possible (ce qui me fait penser que le mauvais état du toit n'était pas connu des services ?). Quant à mes Week End, mes enfants ont vu ce dimanche la mer à Saint-Jouen, des animaux à la SPA que nous promenons, un restaurant à midi (avant la spa), une visite en front de mer puis un repas familial. Enfin, je ne regarde pas la tv le soir mais lit (actuellement l'écologiste septique car c'est tendance)ou surfe (ce qui fut le cas). Voilà ma journée de dimanche. Merci de vous inquiétez de ma vie sociale mais on ne met pas la charrue avant les boeufs. NB : quant au conseil municipal, il est consultable sur le site de la ville mais rien en direct.
