C'est très bien d'avoir tant de projets !
Personnellement, je ferais des choix un peu différents pour gérer nos deniers docilement confiés.
- Le grand stade : ne peut-il attendre que le HAC reste 2 saisons de suite en L1 ? (pas gagné ...) D'autant que le chantier profitera plutot à un Vinci qu'aux boîtes du coin.
- Les aménagements de la place de l'Hôtel de Ville : Cette place est très bien ainsi, sa voirie aussi. On ferait mieux, avec cet argent, de ravaler les façades de St François.
- Le palais des congrès : une bonne chose. Et à cet emplacement, les pieds dans l'eau, il y a vraiment de quoi faire un truc sympa. Et comme pour Odyssee 21, ou le développement des croisières, le but est de faire venir du monde au Havre.
- La rocade nord : une urgence.
- Le siège de Groupama : c'est du privé, non ? Comme il en faudrait beaucoup (il y a aussi Auxitec, CMA CGM ..)
- l'entrée de ville et le tramway : on crée des bouchons en rebouchant les trémies, pour justifier un tramway. On a commencé il y a plusieurs années en supprimant de la voirie auto au profit de vélos qui ne passent jamais. Résultat : on bouchonne, on pollue. (NB : on aimerait bien pouvoir tous n'utiliser que nos pieds, avec ou sans pédalier, pour nous déplacer. Mais on ne fait pas que ce qu'on veut dans la vie ...)
- le parc du Mesnil, l'extension du port, le pôle nautique, très bien.

C'est très bien d'avoir tant de projets !
Personnellement, je ferais des choix un peu différents pour gérer nos deniers docilement confiés.

@Contribuable: ravaler les façades de St François ? L'argent du contribuable irait aux propriétaires privés ... Je vois pas pourquoi ? Au moins la place de l'hôtel de ville, tout le monde en profiterait (et les pergolas sont nulles de touts façon).

Arnaud tu as une réflexion étroite de droite, si les augmentations d'impôts directs ou indirects n'impactent pas sur ton budget et que tu puisses financièrement profiter des nouvelles installations alors tant mieux pour toi, mais ce n'est malheureusement dans cette ville sinistrée pas le cas de beaucoup,j'avais pourtant tout pour réussir (même le prénom) tête de fion.

Attention, la municipalité parle souvent pêle mêle de tous ces projets qui ne sont bien souvent pas de son fait. Personnellement je me réjouis que la ville fasse de la com et s'efforce de coordonner les initiatives privées. Mais dans ces projets il y en a des 100% privés ainsi que certains qui relèvent totalement de l'Etat (prison, hôtel de police, routes...) Qu'on se rassure les contribuables havrais ne payeront donc pas tout ça.

lu dans la presse : "Le schéma de développement touristique durable de l'agglomération havraise vient d'être dévoilé. Objectif du texte : faire de ce territoire une destination touristique de premier plan à l'horizon 2014. Le document préconise pour cela la création de 5 000 lits supplémentaires dans le secteur marchand (hôtels, camping, résidence de tourisme), un projet de complexe hôtelier en front de mer est en cours. Autres grands projets : un projet de centre ou de palais des congrès, Oddysey 21, le pôle nautique havrais, la création de deux golfs. L'office de tourisme du Havre, il passera sous la compétence de la Codah au 1er janvier 2010, aura la charge de la communication sur ces différents projets."

Tout est parfait. J'en rajouterai encore si je le pouvais. Le Havre doit retrouver ses lettres de noblesse. Plus une ville est attractive, plus elle attire les investisseurs et donc les futurs emplois. D'où beaucoup de retombées pour les havrais. L'argent du contribuable sert aux collectivités pour réaliser ce qui est de leur compétence. Bravo !

Il faudrait aussi et surtout que certaines vieilles mentalités havraises disparaissent. J'en ai asser d'entendre ces réflexions "masochistes" de gens qui ne réfléchissent pas : Au Havre y'à rien, au Havre y'a pas si, au Havre y'à pas ca...commencez par vous rendre compte de tpout ce qu'il y'a au Havre et qu'il n'y a pas ailleurs. La ville change mais les mentalités sont beaucoup plus dures à changer.

je suis arrivé au Havre pour la 1ère fois il y a 10 ans, en suis reparti 3 ans après, et revenu il y a 2 ans. Et bien j'ai quand même l'impression que les mentalités vis-à-vis de la ville ont évolué. Et c'est vrai, c'est le changement le plus difficile à faire.
J'ai eu plaisir à revenir, parce que LH est une ville pas comme les autres. Malheureusement, elle devient de plus en plus comme les autres ...

En effet, il serait bien de distinguer les porteurs de projet : public et privé, afin de mieux comprendre les synergies entre ces deux types d'acteurs, et ce qui relève du contribuable. La ville devient de plus en plus attractive certes, mais elle a du mal à stabiliser et créer des emplois, première priorité. La municipalité ne donne pas l'impression de comprendre la crise et n'a pris aucune mesure d'urgence. Telle un rouleau compresseur, elle poursuit son chemin et se coupe malheureusement de plus en plus du citoyen.La vision a long terme est indispensable, mais la vie de la cité au quotidien pour les plus fragiles -tout un chacun peut devenir chômeur- ne doit pas être négligée, au risque de générer toujours plus de violence entre les uns et les autres. S'il vous plait Monsieur Migraine, devenez un politique responsable et cessait d'être un mauvais perroquet. Quoique, à y bien réfléchir, votre attitude relève davantage de celle du coucou!

Tous sont le fruit de la politique municipale qui malheureusement ne peut agir sur le chomage directement mais faciliter les investissements, les projets de toute nature.
Il est clair que le choix a été d'éviter l'assistanat.
Mais c'est un choix clair, affirmé et assumé !
Et c'est ce que doit faire un politique : des choix; même si ils ne peuvent plaire a tout le monde.

Attirer les investisseurs qui vont créer des emplois; attirer les touristes qui vont consommer et permettre aux commercants d'embaucher; donner les infrastructures qui donnent envie de venir et surtout de rester au havre.
Ces projets en sont la preuves.

Et lorsqu'ils sont là; alors le rôle de la municipalité au sein de la Maison de l'Emploi, de la Mission locale et de toutes les structures d'accompagnement des havrais prend un vrai sens !

Les collectivités territoriales possèdent des compétences précises définies par la loi. L'emploi est de la compétence de l'Etat. Cette compétence n'a jamais transférée jusqu'alors à aucune collectivité. Un maire dans sa commune ne dispose des pleins pouvoirs. Il dispose d'un rôle défini et limitatif.

En mélangeant les investissements pêle-mêle : privé - public, j'ai voulu, symboliquement, indiqué que la municipalité ne tire pas toute seule la ville du Havre : elle s'appuie sur l'ensemble de ses citoyens et de ses forces vives.
Parmi les investissements ci-dessus : certains vont avoir un coût de fonctionnement (tramways), d'autres, au contraire, apporteront des subsides à la collectivité comme l'immobilier de bureaux où les entreprises qui y trouveront place s'acquiteront de leurs impôts.
Une autre distinction (que privé-public) entre ces investissements aurait pu être : les projets améliorant le cadre de vie et ceux purement économique.

Concernant l'emploi : les 2/3 des créations d'emplois en Normandie ont lieu sur l'agglomération du Havre, même si certaines catégories de havrais sont victimes du chômage. Le chômage a beaucoup baissé depuis 10 ans.
Le problème de l'emploi tient beaucoup 1) dans le décrochage scolaire particuliérement important au Havre dont les effets se font sentir avec un décalage de 10 années et 2) dans l'inadéquation entre l'offre et la demande d'emploi. Par exemple une agence d'interim du Havre recherche tout de suite 10 électriciens qu'elle ne trouve pas. La directrice de la maison de l'emploi a indiqué lors de son intervention à la codah il y a 2 mois qu'il y avait une pénurie d'emploi dans certains secteurs industriels.
Il est indéniable qu'Antoine RUFENACHT a su redonner confiance aux havrais et aux investisseurs et a mis en mouvement notre agglomération : Maintenant j'entends bien le message que les havrais font passer sur les commentaires de ce blog ou dans la rue en distribuant des tracts pour les élections européennes : attention de ne pas aller trop loin dans la dépense publique.

Concernant la crise : je me suis préoccupé de la crise dès le mois d'octobre 2008 en écrivant le billet : "les conséquences sur la vie des havrais de la crise financière actuelle. J'ai également essayé en début février 2009 de recenser les effets de la crise sur l'économie havraise.
Les élus de la municipalité reçoivent en audience municipale des havrais victimes de la crise économique et nous essayons le mieux possible, avec l'aide du CCAS, de leur trouver une solution. Personne ne doit rester sur le bord du chemin. Faut-il arrêter tous les investissements sous prétexte qu'il y a la crise ? certains pensent, au contraire, qu'une bonne façon de relancer l'économie est d'investir dans des infrastructures pour donner, au présent, des emplois et, au futur, des équipements qui favoriseront le développement économique. Les dettes contractées pour investir étant remboursées par ce développement économique.

Je pense qu'avec ces discours mes amis du même bord que moi (c'est quoi mon bord ?) vont attirer beaucoup d'abstentionnistes !

Ce qui est affligeant reste le fait de laisser penser qu'on peut offrir une solution à des personnes en attente de réponses concrètes alors que ce n'est pas le cas !

Quelque soit le bord, ceux qui disent le contraire, laissent penser que, ou pire reprochent « démagogiquement » aux autres de ne rien faire ; ceux-là creusent le fossé entre les élus, les responsables de tout bord et la population. Si ils ne s'en rendent pas compte... bah c pire !

Alors, c'est quoi votre bord ?
Moi en temps qu'élu puisque vous l'évoquez, je ne suis pas carté et je ne fais pas dans l'idéologie mais dans le pragmatique. Et je récupère dans mes audiences des gens faussement persuadés que le Maire pourra les aider à... TouT ! Que le Maire devrait avoir une nouvelle et tellement originale réponse symbolique et dynamisante... Puis finalement ils s'aperçoivent que la réponse sociétale ne remplira certainement pas leurs assiettes; qu'on leur a laissé croire; et alors là, ils ne comprennent plus !

Et donc, comme le bon fonctionnaire que vous évoquez, nous cherchons de nouvelles solutions. Dans nos cordes; avec nos moyens; en fonction des besoins... Et ces projets présentés par Marc sont le fruit de ces réflexions, d'un travail qui doit amener Le Havre et les havrais dans une nouvelle ère, post industrielle, et post communiste...
Pour attirer je le répète de nouveaux investisseurs et des emplois !
Et ce sera déjà pas mal !

Pourquoi un zenith alors que nous avons, déjà avec les docks océanes, une salle polyvalente pour acceuillir des spectacles ? Des pays comme les USA n'ont pas de salles dédiées aux spectacles comme nos zeniths en france.
